Income limits for senior housing in Kentucky

HUD sets income limits by area. In fiscal year 2026, for a 1-person household it ranges from $25,200 to $38,500, and for a 2-person household it ranges from $28,800 to $44,000 across Kentucky's counties. These are HUD FY2026 very low income (50% AMI) limits, which HUD-assisted properties use to decide who can rent. They are not a Medicaid or SNAP limit, and each building applies its own rules, so ask the office.

Rural senior housing options in Kentucky

USDA Rural Development lists 406 Section 515 rural rental properties in Kentucky. Towns with these properties include Shelbyville, Paris, Somerset, Elizabethtown, Nicholasville. Section 515 housing serves low-income renters in rural areas, including many older adults and people with disabilities, so ask each office who it serves. Search USDA's Section 515 property list.

What is different in Kentucky

If you own your home in Kentucky and are 65 or older, make sure you have the homestead exemption. For 2025 and 2026 it takes up to $49,100 off your home's assessed value, so you pay property tax on less. People classified as totally disabled by a retirement system also qualify. You must own and live in the home on January 1. Apply at your county's Property Valuation Administrator (PVA) office by December 31 of the tax year. That means the deadline for 2026 is December 31, 2026. You can apply online, by mail or in person. The state recalculates the amount every two years for inflation.

For renters, the main state rent help is harder to reach right now. When we checked in November 2026, the Kentucky Housing Corporation's Housing Choice Voucher waiting list was closed, with no reopening date. When it is open, the average wait is three to five years. Louisville and Lexington have their own housing authorities, so people there apply to those instead.

The agency's warning about scams matters for older renters. Applying for a waiting list is always free. The agency will never call you to ask for money or to sign you up, and it only answers questions you send. Never give a card number, bank details or your full Social Security number to anyone who promises a spot in line. Also know that the agency's Mainstream vouchers and Section 811 program are only for people with disabilities under 62, so they won't fit most older renters.
