Rural senior housing options in North Carolina

USDA Rural Development lists 569 Section 515 rural rental properties in North Carolina. Towns with these properties include Henderson, Roanoke Rapids, Reidsville, Lumberton, Smithfield. Public housing agencies: North Carolina has 123 public housing agencies in HUD's contact data. The largest are INLIVIAN (Charlotte); Housing Authority of the City of Winston-Salem; Greensboro Housing Authority.

What is different in North Carolina

North Carolina homeowners 65 or older can ask for the Elderly or Disabled Exclusion. It takes the greater of the first $25,000 or half of your home's appraised value off the tax rolls. For the 2026 tax year, your income for the year before must be $38,800 or less. The state also has a Circuit Breaker Tax Deferment Program, but each owner can get only one of these. Fill out form AV-9 and send it to your county tax assessor by June 1. Do not mail it to the state Department of Revenue.

When a house needs urgent work, the North Carolina Housing Finance Agency's Urgent Repair Program helps homeowners who are elderly or have special needs and earn below half the median income for their area. It fixes problems that threaten life or safety, such as a failing septic system, a dangerous heating system or rotten floors. Help comes as an interest-free, deferred loan forgiven at $5,000 a year, through local governments and nonprofits. Smaller jobs may fit the Division of Aging's Housing and Home Improvement service, offered in counties that fund it. It serves people 60 and older with no one able and willing to do the work. Renters can use it with the landlord's written permission.

To find a rental, try NCHousingSearch.org, a bilingual service with listings across the state. Adults with a disability who get support from a service agency can also be referred to the Targeting Program. It sets aside units in tax credit apartments, and the Division of Aging keeps a waitlist for each property.
